I'm commenting on a past post regarding issues with Wifi Calls. I purchased Apple Iphone 7s for Christmas (Dec 2018). Unfortunately I don't have T-mobile service out where I live so I was hoping I could rely on wifi for my calls. I couldn't get it to work although I followed multiple fixes from different forums. I finally decided to do another search on a possible fix and came accross a post that mentioned the Netgear Circle was causing the issue. Here is the actual verbiage from the post:

"So finally I figured out that it's the Circle feature that I'd enabled that was the issue for me. I moved my phone from an Adult profile (with just explicit & ad block) to None and almost immediately WiFi Calling showed up again on my phone. I came across this article: https://support.meetcircle.com/hc/en-us/articles/115001381471-Problems-with-Voice-Calling-over-Wi-Fi which says to enable VPNs - that didn't fix it for me, but it did lead me to trying to disable Circle at least."

After reading that post I immediately disabled all 3 phones from the Adult and Teen settings and after 8 months of not being able to make or receive calls over wifi, I have been able to use the wifi calling all day with no issues. Just thought I would share in case others out there are experience the same issue with no resolution.
