I removed all devices from the switch and one by one plugged back in switch for DHCP to assign a new address.
No change in problem. Am I missing something?

Are you talking about a standalone switch? Or are you referring to the switch in the router?
Can you describe your setup? Is it the following?
Modem---Router---Devices
Is the WAN port on the router connected to the Modem?
