allow connected devices only acl not working

I noticed that the ACL for this does not work properly.  I joined 3 new devices to the router.  After they were added, I locked down the ACL by not allowing any new devices.  After doing this, these ...

Seems OK here.

 

What do you see in the two "drop down" lists?

 

View list of allowed devices not currently connected to the network

 

View list of blocked devices not currently connected to the network

    4 devices listed under the first, none under the second.
