Yes, you can use the WNR3500L as a switch.
- Disable the DHCP server
- Assign it an unused IP address in the same subnet managed by the Cox modem. Make sure this address is outside of the range of addresses managed by the DHCP server on the Cox modem. Otherwise, you run the risk of an address conflict. For example, if the Cox can hand out addresses between 192.168.1.1 to 192.168.1.100, then assign 192.168.1.101 or higher to the WNR3500L. If the address range on the Cox is 192.168.1.1 to 192.168.1.254, then change either the starting or ending address to free up an IP address (e.g. 192.168.1.2 to 192.168.1.254 or 192.168.1.1 to 192.168.1.253). Write down the address you assign to the WNR3500L. This is the address you will use to log into it in the future.
- Connect the WNR3500L via a LAN port
- Optionally, enable Wi-Fi on the WNR3500L for extra Wi-Fi coverage. Congrats, you have just set up the WNR3500L as an Access Point.

Some routers have a built-in AP Mode setting. I don't think the WNR3500L has this setting. If it does, then skip steps 1-3 that I provided and use the Internet plug.
If it doesn't have an AP mode setting, then you must leave the Internet plug disconnected.
