can you set device based parental controls?

I've been having the same problem as everyone else with a D3600. I've tried rolling back, rolling forwards access from Windows and Android genie apps to no avail. It's been a total waste of time and the router is being returned. I personally feel misled because the box the router came in mentions that it's compatible with the genie app and supports parental controls on a per device basis. The app apparently exposes controls and features that are not hosted on the router which is also misleading.
