Circle won't configure on new R7000P
I just purchased a Nighthawk R700P router specifically to use the Circle features to manage kids devices. does this even work? it seems like it's DOA out of the box. The Circle wil not configur...

What firmware version do you have on the device? You need the right version to get Circle to work.
A number is more useful than "the latest". (It may not be by the time people read this.) There can also be newer versions, or "hot fixes", that do not show up if you check for new firmware in the browser interface.
It might also help if you told people what the modem is in front of this router, if there is one. The model number could be useful. Is it, by any chance, also a router, with a set of LAN ports on the back?
The reason for asking is that a lot of people turn up here trying to put a router behind a modem that is also a router. That can complicate troubleshooting.
As your issue seems to be with the R7000P and Circle, the section for the Nighthawk App might not be the best place to get help.
Have you tried this issue in the section given over to Circle?

In answer to your question, the 7000P Firmware number is V1.3.1.64_10.1.36
This is plugged directly into the standard Comcast modem. I've cheked that there are no IP conflicts with the Comcast modem, it is 10.0.0.1 and a DHCP server starting on that subnet. I have the Nighthawk 7000P configured as 100.0.0.1 and a DHCP server on THAT subnet.
Off the Nighthawk, while Debugging, I have only 1 Ethernet computer (an iMac Pro running Big Sur) and one device connected by Wifi (an iPhone running iOS 14.4)
This is the most vanilla setup I could arrange. The router seems to work fine for traffic, but the Circle feature appears to be Dead on Arrival.

Unfortunately, "standard Comcast modem" tells us nothing about what this device is.
I have yet to encounter a modem or modem/router that does not have a make and model number. Only with that detail can anyone begin to troubleshoot your problem.

Talk of "IP conflicts" is a red herring.
None of the rest makes sense. If your Comcast modem is on 10.0.0.1, it probably isn't a plain vanilla modem.
And 100.0.0.1 is not normal for the R7000P.

I doubt it. My guess is the mess in those IP addresses. These services are designed to work with a conventional network, rather than some rat's nest of confusing addresses.

rats nest of confusing addresses? sorry I don't understand, i can't imagine a more basic config.
Internet > Comcast modem/router > Nighthawk > iMac.
- the Comcast model is an X B6-T. It's their default gigabit modem/router at least here in the SF bay area.
- The Comcast defaults to create an internal subnet range starting at 10.0.0.1. Subnet mask 255.255.255.0
- Because my Nighthawk out of the box defaulted to the same range, I set it manually to create a different subnet 100.0.0.1. Subnet mask 255.255.255.0
I received another post suggesting I need to disable the router in the Comcast modem and flip it to Bridge mode. I haven't tried this yet, but will this evening.
