Device Manager not showing any connected devices

My claim of having the latest firmware is based on using the product as intended for the consumer, via its built in update checker.
Additionally, I can see the connected devices when logged in directly to the router via local IP. So this appears to be localized to the ios app. Also looks like this bug has been reported a few times in this forum over the last few years.
Clicking device manager in the app just shows 0 devices and says “sorry, your device list failed to load. Try again later”.

That should work, but it can fail for various reasons.
In your case, it is behaving as it should.

If "via local IP" you are using a web browser and the graphical user interface (GUI), that goes nowhere near the Nighthawk App.
The app can use a local connection via your own wifi network, or Anywhere Access via MyNetgear and the Netgear cloud system.

Afraid so, and the iOS versions seems to be especially fragile.
I have not seen any thorough and reliable way of fixing this. You can try removing and reinstalling the app. Or, if the iOS app is like the Android version, shake the phone and report the problem.
