Did you try using the previous version of the Netgear Genie?
DexterJB posted a link earlier on in this discussion:

There is also a long discussion, including a few tips and tricks, here:

Look for another message in there from DexterJB with a possible workaround to get the new version of Netgear Genie to work in Windows 10:

Hi @adgorn,
Have you tried using the router's IP address instead? If you are experiencing an issue with NETGEAR Genie on your Windows 10 device, you may follow the steps below instead.
1. Install the latest version of NETGEAR Genie. You may use the download link below.
http://netgear.com/home/discover/apps/genie.aspx
2. Once you have successfully installed the program, navigate to C:\Program Files (x86)\NETGEAR Genie\bin
3. Delete the drivers folder.
4. Download the drivers for the previous version of NETGEAR Genie using the download link below.
https://drive.google.com/file/d/0Bz-pjmQaYmk6Z0xTX3d3SVFLZ0k/view?usp=sharing
5. Unzip the file to your preferred location (Desktop would be easy to locate). It will contain the drivers folder.
6. Copy the drivers folder that you have just unzipped and navigate back to C:\Program Files (x86)\NETGEAR Genie\bin
7. Paste the drivers folder.
8. Relaunch the NETGEAR Genie programRegards,
Dexter

This fix worked perfectly for me Dexter. Took all of 45 seconds to perform. Genie Desktop launching and running fine on Win 10 64-bit now. Thanks.

I can install the genie but how do I login to my powerline adapter? default doesn't work

Yes, I ended up going directly to the IP, which worked. I was interested in a firmware update from my 4.0.7 to what the support site said was available (4.1.1). But when I then clicked on the checker in the maintenance tab, it said there was no update, so I left well enough alone. Thank you.
