Logging into the Admin settings on a web browser
I try logging into the admin settings through a web browser. It takes me to my password recovery. I enter what my answers are for the security questions, and for split second, it converts my answers ...

Are they answers that you completed, or are you just answering questions that come up?
If you are trying to use the "password recovery" option, there is a bug in Netgear's implementation of password recovery on some devices. You can get locked into a closed loop.
If password recovery is enabled, but you have not set the answers to the questions, it keeps sending you back to the beginning of the process. If you haven't already given the thing your personal answers, they are not in its memory and it has no way of knowing if they are correct.
If the standard factory password (password) does not work, then you will have to factory reset the thing to get back to that. Then either disable password recovery (check the manual for your device) or provide some answers to those questions.

What do you mean by that?
What are you entering? Device names? Reserved IP addresses? Port forwarding? Something else?
You can always save the settings and restore them when you regain control of the router.

Do that and you could revive whatever is causing your current problems.Bit at least you will have a better understanding of what is going on.
Did you ever tell us what the modem/gateway/ONT is that connects the router to the Internet? That could be getting in the way of your browser access.
