MR60 Access Control with Nighthawk App?

Understood it's not a business product, but we're a non-profit so looking at more affordable options.
Given that access control is on most home routers now, I wouldn't classify that as a business feature.
Armor (in the app) looks to have no configurable settings. It's a view-only page with security summaries.
Parental Controls (which we would subscribe to in order to filter out usage of unapproved site categories) only allows you to add devices to a profile once connected to the WiFi network. On a "block all" router, how is that possible? (I don't think it is).
That leaves us configuring the router with a PC that is not physically connected to said network. Is that possible?

Ha! Just discovered now that I enabled Parental Controls, that Access Control in the web config now says "Use Access Control in the Nighthwak App" (a clear mis-spelling, not a mistake on my part). Yet nowhere in the Nighthawk app can I configure Access control.
Frustrating to say the least.
Parental controls seem to only allow you to add a device to a "kids" profile AFTER it is already freely connected to the WiFi.

What do you want to achieve with Access Control?
Have you looked at the Device Manager >> Devices pages in the app?

If you pick one of the listed devices, you can an option to pause some of them.
I have no idea if this will achieve what you want, or if it is something that you can share among users, but that is probably as far as you'll get with this setup.

I want the router in "deny all" (whitelist) mode so no one connects unless they've been granted access via the Access Control.
I'd be happy with doing it via the web configure page but I cannot figure out how to get access via the WAN IP?
I've tried http://wan.ip.addr and https://wan.ip.addr and both do absolutely nothing.
Can the Nighthawk router be managed via WAN?
