Nighthawk AC1900, Model R7000 DHCP server is faulty. Problems with Windows 10 & non-PC devices

Since this latest episode occurred, I am now unable to connect to the router from any of my Wi-Fi connections. I have seen this before, but over time, after connecting a PC over Ethernet, it went away.
This time it is not.
Why would the router block ALL Wi-Fi connections?
I verified that I am getting the full speed (~90Mbps) through the wired connection. It also persists in blocking access to my wired Denon AVR.

...and we've come full circle!
This all started on a WNDR3700, when I upgraded my PC to Windows 10. I discovered that turning off my PC allowed other devices to reconnect to my LAN. Now, when I reboot that same PC, the R7000 has the same problem. The router disconnects other devices on my network, and it will even block all Wi-Fi connections.
So.. I tried turning off my PC again.. and sure enough the router now connects to other devices. After I restored some of the other connections, turning my PC back on does not disturb those connections.
Why are these Netgear routers affected by what my PC is doing???
