So, Is there a reason or need for the app to have phone permissions?

Since Android 6, specific permissions are granted during App run-time. As shown in the screenshot above, all four critical permissions are disabled.(Camera, Location, Phone, and Storage). When accessing a functionality requiring one of these, e.g. Register any NETGEAR Product and use the [Scan Barcode], granting the special permission is requested:
Let's put it this way: I have not seen the Insight App (as of today, v5.0.13) requesting the phone permission. Might happen Netgear does intend to add some features - pure speculation - say for general support calls, or for paid priority support, or for the multi-user and the coming up multi-tenancy capability to call other contacts in charge for that specific Insight network. For now you might be fine to keep the Phone permission (requested is explicitly "Phone - directly call phone numbers") disabled.
