Thank you so much for your responses! I did a bit more research since I was still having issues turning on the AP mode on the router per your suggestions, and I stumbled upon this: https://community.netgear.com/t5/Nighthawk-WiFi-Routers/R7500v2-firmware-1-0-3-40-not-functioning-as-AP/m-p/1697828/highlight/true It seemed to help with my issue, as I now have full wifi bars, and all of the illuminated lights are white.
TLDR Had to reset the router yet again, and revert the firmware version 1.0.3.38 before turning on the router's AP mode.

The problem is that you're running both routers in router mode. Its causing a double nat.

You either need to place the att device in modem only mode or you need to switch the netgear router to AP mode. this will fix a lot of your conflicts.
to access/managed the netgear router, unhook it from the att device. then try to go through the setup. This will let you manage and switch it to AP mode. Once switched, hook it backup to the Att device.
