Parental Controls won't enable due to Bypass login

When I attempt to turn on the parental controls in the netgear genie it allows me to enable parental controls no problem.  I then go to the network map to change the individual devices parental control filtering level and it says "Bypass Login".  If I try to change it from anything else it says "Bypass login is active on this device, please log out bypass first."

I don't have a bypass account logged into anything.  When I first started getting this error I hadn't even created a bypass login.  It happens regardless of the device (I even tried it on a brand new phone with nothing installed or anything done other than connecting to the WIFI).  I need to put filters for my kids devices but can't because of this.

    Hi Capster13,

    1. Have you tried resetting the router?

    2. Please try creating a bypass account then try logging in then logging out on the devices.

I am still experiencing the issue.  I reset the router and still had the problem.  I actually completely reconfigured the router from scratch.  I do not know how to disable the bypass account on the individual devices.  One of them is literally a brand new iphone that does not have any apps on it so how could a bypass login even be on it?
