I haven't actually done this, but the router firmware (at least on the R7500) does allow you to block specific services based on protocol (TCP/UDP), port number/range and/or TCP/IP address/range. This can be permanent, or on a schedule. Within Skype advanced preferences, the port number for incoming calls is defined. You could therefore block Skype calls on that basis.
