Static IP Address
I have a wifi IP camera that has been assigned a static IP address of 192.168.1.106, based on its MAC address. The range for the "Use Router as DHCP Server" is set to be from 192.168.1.2 to 192.168....

That is the point of my post.
I am using address reservations.
I have reserved 192.168.1.106 for the IP camera.
However, this IP address is not being applied continuously to the camera by the router.

Static IP is Not the same as address reservations. You said static so which is it.
If you're using address reservations then don't set the range to 15 and expect 106 to be used

your ending IP range is lower than IP's you're wanting it to assign
