turned off a divice, cant turn it back on.

using the netgear app nighthawk, i can turn the wifi on and off devices. i turned off the wifi on my brothers PS4 and cant turn it back on. 

the app wont show the the PS4 unless i use a landline cable. but i still cant turn its wifi back on. 

the ps4 works on any other wifi except for at my house.  how can i turn it back on?

    Are you able to confirm that your PS4 is connected to you WiFi network in the PS4 settings?
