Pretty well, I just wanted to see if there could be anything else fighting on the network to hand out local IP addresses.
Have you tried: 192.168.0.1?
Some routers use that for the web interface.
Sorry, more questions, what does this mean?

Neither of the two PC's wired can connect via a browser.
The PCs cannot connect to the local LAN network? They cannot get into the Netgear interface for you to make changes?
You might also like to look at the suggested questions that Netgear recommends answering when asking questions:
Subject (Include model number and brief summary)
Model (Recommended - Helps the community give the best answers)
Body (Include additional detail including model version, firmware, OS and environment where relevant.)
Knowing your version of Windows, for example, can help with suggestions as to how to get in there.
Also the browser you are using. Sometimes Internet Explorer works when Firefox fails, and vice versa.
Then there are firewalls and AV software, both of which have also been known to block access.

SORRY, my enviornment was in the first post: R7000 firmware 1.0.6.28 Genie v 2.4.26. All PC's are Win 10 current with Microsoft. Win firewall reports an exception for the router is allowed through.
Every thing in the home, on the local Lan is just fine. The only issue is being able to log into the router from a browser. I have tried Edge, Chrome and Firefox, all with the same result....the browser reports the connection refused by the router.d

In Windows Explorer, find Network in the tree. If you click it, is there a section in the Network tab for Network Infrastructure
When I do that my modem shows up and I cab right click it and it shows the "View device web page".
If I click it the login popup leaps into view.
That's a way of getting in without knowing the IP address.
You do seem to have tried just about everything going!

1.0.6.28 was pulled for numeous problems almost 8 months I beleive.
I would delete genie,
I would push and hold reset until power led flashes
use a wired pc set to DHCP and use default settings to log in to router
then I would update FW
Do as you see fit and good luck!
