iOS Live Photo bug: Once you change this setting, Live Photos will be forever broken?

Three months ago, I tried out "Upload live photos as video", but the results didn't look great; so I turned it back off.

Ever since then the app refuses to even upload Live Photos from linked albums at all. That's almost all of the photos I want to upload.

Can Netgear PLEASE FIX THIS. It's been broken for months.
