Here is a screenshot after I rebooted the WEMO and it requested a new IP. 192.168.16.42 is no longer a duplicate IP.

That may be why the advice for networks is to restart things in the right order.
- Turn off and unplug modem.
- Turn off router and computers.
- Plug in and turn on modem. Wait 2 minutes for it to connect.
- Turn on the router and wait 2 minutes for it to connect.
- Turn on computers and rest of network.
Who knows what goes on in the minds of the devices that got duplicated IP addresses. But the router should be able to cope with that.
Strange if you are the only one on the planet with that issue. I'd expect it to hit a lot of us.
Might be something that warrants a warranty RMA.

I'm sure I'm not the only person experiencing the issue and probably wouldn't have noticed but it just so happened it impacted the TV I was watching forcing a deeper dive. This router is new so there's alway a first.

The one report that comes anywhere near to your description is about two routers on the same network:

Apart from the hassle of those reserved IP addresses, is there any reason why you haven't tried the reset option?
You can always save the current configuration, do the reset, and check to see if the bug is still there.
If not you have two options, if all goes well, forget about those IP reservations because you won't need them. Or restore the settings and see if the bug comes back to life. If it does that would suggest that it is a one-off at your end so another reset and don't restore.

Endpoint IP address administration when use Router for DHCP option is selected is a function of the router code. I don't care how many people report the problem, it is a code bug.

A factory reset and setup from scratch will need to be performed. A complete pull of the power adapters for a period of time after the factory reset then walk thru the setup wizard and setup from scratch with a wired PC and web browser. I would power OFF the ISP modem for 1 minute. Factory reset the router and power it off. Power ON the ISP modem and let it sync. Recommend setting the default DHCP IP address pool range to the following after applying and a factory reset: 192.168.#.100 to 192.168.#.200.
