Seems like it.
I'd swap in the new MS with one of the other MS to see if it works correctly of it self.
Seems like maybe hitting over the limit on MS.

Thanks for confirming this. Seems to be the limit as per the linked article.
Might try to see if you can install a non managed Gb LAN switch behind the MR and ethernet connect as many MS to the switch or MS that if need a 3rd MS at a remote location, ethernet connect it to this switch to avoid the 2 MS DC limitation.
