Factory reset the MR and setup from scratch using a wired PC and web browser. Don't enable SPC after it's setup.
Netgear has set up a community forum specifically for the Smart Parental Controls product. Most of the people who watch that forum are more likely to have experience with Smart Parental Controls. Might be more likely to find someone who has a solution if the question is posted there:

I did a Factory Reset of my MR60 and while I'm able to control devices (as of right now) via the web interface, I have tried reinstalling the Nighthawk app on my phone and the Parental Controls tile has reappeared, leaving me unable to control devies in the app. So the Factory Reset did not work.
I guess the next step is to post on the Parental Controls forum. This is so frustrating.
