Sounds suspiciously like it could be a modem/router. Modems don't do WiFi. Turning off the WiFi does not disable the router bit.
If so, that could cause your problems. You have piled router on router.
Two routers on your network can cause headaches. For example, you can end up with local address problems. Among other things, the other router can misdirect addresses that the Netgear router usually handles, such as routerlogin.net or the usual IP address for a router, 192.168.1.1.
This explains some of the other drawbacks.

Unless you have specific reasons for using two routers – to create two separate networks for example – it is often easier to use just one router and then to set up the second router as a wifi access point. Netgear advises this, as does just about every site you will visit.
It may be possible to put the unnamed modem/router into modem only (bridge) mode and then to use the second device as the router. Sometimes it is easier to put the second router into AP mode. But that has its own drawbacks:

It is a Virgin router, in modem mode. As it is not connected to the same switch as the MR60, it would make no difference anyway whether it has wifi or dhcp on or off.
My problem is that the gigabit port in my MR60 maxes out at 350 Mbps, so I don't get the full advantage of the 1 gig internet connection I'm paying for. I just need to know if there's a fix for this, or is it a limitation of the MR60.

Your description was confusing. Why did you mention WiFi and DHCP?
You said you turned off the WiFi. You should not have to do that if the unnamed Virgin router – it could be one off several different models – was in modem only mode. That would disable the WiFi and the DHCP.
To me this suggested that you may be a bit muddled.
Troubleshooting depends on having accurate and complete details.

It would be helpful if anyone could answer my question.
Since posting I have changed the topology so that now the virgin hub is no longer in modem mode and is connected to the switch. The MR60's internet port is connected to the switch, with nothing in its downstream port, so it is picking up internet but broadcasting wifi on its own subnet.
I now get full speed to my PC. I would rather not have had to do it this way, because now everything on wifi is on a different subnet, which makes sharing resources more difficult.

The MR60 gave itself a different IP address that does not conflict with the IP address of the modem/router.

There is no limitation on the MR60. People happily get near Gb speeds on that router.
The fix is for you to sort out what is happening at your end.

Can anyone help explain why my MR60 only delivers 350Mbps?
All the other components of the network seem to be functioning perfectly well. If I connect a PC (through a switch) to the virgin hub, I get full speed. If I interpose the MR60 between the hub and the switch, I only get 350 meg. I'm using certified cat6 cables and have tried different cables.

If you have the ISP modem in modem only mode, I would factory reset the MR, use the ERASE button on the MRs web page:

I would power OFF the ISP modem for 1 minute. Factory reset the MR router and power it off. Power ON the ISP modem and let it sync. Then power ON the MR router and walk thru the setup wizard again using a wired PC and a web browser connected directly behind the MR. Don't enable Access Controls, Armor, SPC or Traffic Meter. No LAN switch connected at this point.
Using Ooklas installable speed test app on the wired PC, run a quick speed test. I would also try a different ethernet connected PC to test as well.
Make sure ethernet adapter drivers on your PC are up to date from the ethernet adapters Mfr web site.
What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
