How do I restore the light on this nighthawk satellite to blue (operating mode)?

From page 10 of the User Manual:
Reset the router and observe how far it progresses through the steps.
Do you have a computer that can be connected directly to the ISP device? (modem? Fiber ONT?) to verify that internet service IS available?

This is on one of the satellites? But not the router?
If so, then it is NOT the internet feed into the router. It is the backhaul connection between the satellite and the router.
What have you already tried to resolve it?
