Access control

Hello, about 2 months ago, i was forced to go into access control and block devices that weren’t being used when the owners of the devices weren't home to get better internet speeds. 2 weeks ago i downgraded our version because the recent updates have been sucking. After downgrading our version our wifi has been super great lately. But last night my older brother complained that access control has some how automatically “glitched” and blocked him from using his ps4 pc and phone (which are the devices i blocked 2 months ago but there were a lot more then that) he then goes on to say it’s my fault because i blocked them 2 months ago and it’s JUST not “automatically glitching and blocking his devices”. My question is, is it possible for access control to “glitch” and automatically block devices” look at the pictures below to get a better understanding of what I’m saying.
