I connected it to directly to the outlet. I will try to access the power supply parameters through the voltage converter. I'll write back later.

Make sure power adapter is connected to a 110V power supply or source. Review the Power adapter sticker for power voltage and amp input requirements.

Original power adapter is working correctly. I tried another power supply, the result is the same - the router behaves the same way

Try a 30-30-30 reset on the router with out anything connected to it.
Use a phone and stop watch timer to time the 30 seconds between presses and releases:

After the last reset, connect up one wired PC to the back of the router and see if you can get to the 1st setup wizard web page at 192.168.1.1
If this fails to bring the router to a working state, then the router will probably need to be replaced.

IP address: 192.168.1.100
Subnet Mask: 255.255.255.0
Default gateway: 192.168.1.1
DNS: 192.168.1.1
If you're not sure how to do this, you can check this guide: https://kb.netgear.com/27476/How-do-I-set-a-static-IP-address-in-Windows then try accessing 192.168.77.1 please and see if it works. Otherwise yes it's probably faulty.
