So I went ahead and returned the refusbished XR500 router and bought the same router but this time brand new. If I drag my location to the ocean as you suggested, and do 1500km, I do get lower pings at times but the major drawback is I can't find a game. Check out my screen shots. 1. I don't know the ping, that was yesterday and at the start of each game the server is in a different place.
I'd recommend you first upgrade to the beta: https://community.netgear.com/t5/Nighthawk-Pro-Gaming-DumaOS-3-0/New-Firmware-v2-3-2-120-XR500/td-p/2071196/ then you can use the Ping Heatmap feature and that will help you find where the servers are located on the map.
Next time that server appears that was blocked outside your radius, ping it, it may be lower than you expect - servers can be mislocated on the map. We likely need to do a cloud update as well to prevent that error and that may be a server you need to allow.
