It seems that if you click "exit" instead of "next" when you enter your new passwords and security questions, it works and you get to the dashboard. Seems like a simple little bug that could be easily fixed... Not looking at anyone... Netgear... This issue is solved, at least for me.

So did you enter in new PW and security questions or did you skip this?
I was able to enter in new PW and security questions when I set up my XR1000.- I had to enter new password and SCQ but previously I was clicking on next which would get me into a loop of entering passwords and scqs. Clicking exit instead worked.
