If the AX4 is in AP mode, then normally you'd connect the cable between an XR300 LAN and the AX4 WAN port.

Yes, it is connected from XR300 LAN port 4 to AX4 (in AP Mode) LAN port 4. I have tried different ports. I have not connected it the WAN ports because I am positive that will not work.

Not sure if i mentioned it before but if I move the AX next to the XR and use a 6 foot normal patch cable it works. I am very sure the cable is good because I put the spectrum modem back in place of the XR and everything works fine. So I believe it must be some type of configuration issue in the settings.

I don't know which X4 model you have, but generally the manuals are quite clear that the WAN port of the AX4 should be connected to the LAN port of the router during setup.
See for example, the RAX38 manual here (page 71)
To set up the router as an AP:
- Use an Ethernet cable to connect the Internet port of this router to an Ethernet port
on the other router. - Launch a web browser from a computer or mobile device that is connected to the
router network.
So maybe try that. If it works, then you can try shifting the connection to an AP LAN port. That can sometimes give higher performance.
