Nighthawk XR1000 Blocking all Steam Connections

Not sure how to fully disable geo-filtering. I normally have to reset the timezone because it puts me on the wrong coast all the time. But, even on the eastern coast, it makes no difference.
Also, I attempted to port forward every port that steam uses, got it to work for a couple minutes, then the router shut off. Restarted, and rest all settings.
On the Geo-Filter you manually put your location so you don't need to worry about the timezone. If you have a device added it'll either be disabled or in filtering mode or you can remove it completely. So if you disable or remove the device does it then work?
There are no devices in the list.
- As in you haven't added any or when you go to add one no devices are selectable? Resync the cloud from the Device Manager and Geo-Filter menus (3 horizontal line icons) then see if they are selectable/whether you can connect
I have not added any devices. I have never tried to use this feature because none of the games in the list are anything that I play. I play only via Steam.
Again, the weird thing is this issue aroused two weeks ago, out of nowhere.
