Do any of the nighthawk series allow for one port to be accessed from an external IP to one internal device?

Forward one port on the public IPv4 address to one IP4 address on the LAN port - yes.
Limit the access to just a single IPv4 address from "out there" - no.
No idea if this is what you wanted to hear.

Do you expect something like these (misleadingly named) DMZ LAN ports where all Internet incoming connections are going to? Some (not all,y expensive X10/R9000 doesn't - that's why I forget about it sometimes) Nighthawk models support it:

Actually I have an SQL server providing service to my small business and I want to lock down a specific port to a single internet address.

In my understanding, there is no such user accessible firewall rules available for WAN->LAN. A big mistake in all Nighthawk WiFi Router design... I don't get it why a "service blocking" or a limited (nicely said) OpenDNS based family security has priority over a simple configurable firewall.
