I'd first try disabling Smart Connect for WiFi and manually connecting it to 2.4 or 5GHz as that might be the culprit. UPnP should open the ports that are needed so not sure that's the cause, what are the ports that have been added and what do you still need to add?

It is connected via ethernet cable. I'm hoping it is a defective Arlo hub and a replacement will correct the issue.

Try disabling QoS completely by openining the Anti-Bufferbloat side menu and choosing Disable QoS.
