Hi prosportal, have you port forwarded 25565 inbound/outbound for the server connected to the router? If you haven't then it will not be accessible from the Internet.
If you have then yes it is entirely possible it's been blocked at the ISP level in which case you can phone them and request they unblock that port.

Thank you for your reply. I have allowed both inbound and outbound through the Windows Firewall, as well as configured DMZ to the server this port is running on.
I contacted my ISP who stated they do not block any ports by default.
