There is not much you can do in that scenario as the distances are so far apart. You're best off finding a server that is in the middle of both of you/that you both have a similar ping to. For example, I'm in the UK and one of my friends lives in Japan, when we play Apex Legends together we choose a US server that gives us each 140ms, not great but better for both of us that way. You could potentially do that perhaps but it would create more lag. CoD is a server based game so the peers are misclassified servers, use the Polygon to force the servers and block the others.
