I'm not able to connect to my modem directly with the PC, but I do recall the same issues occuring with my old routers, but I'm running in circles with my ISP trying to figure this out since it seems like they don't care about my connection and getting a new provider looks rather slim.
Does it at all sound correct that I have just slapped my ethernet cable from the router into the modem and called the setup done or is there more to set up? I'm fairly hellbent on getting a technician out here to look at my cables though, we might've identified a damaged cable last time, but it's very vague so far.
I was hoping I could at least have an optimal router set-up to confirm an issue in some way.

IF this happened with other prior routers then you need to test the ISP service line and ISP modem.
The Arris modem isn't quite the best modem out there.
Have the ISP check the signal and line quality UP to the modem. Be sure the ISP provisions the modem correctly.
Be sure there are no coax cable line splitters in the between the modem and ISP service box.
Be sure your using good quality RG6 coax cable up to the modem.
Start with removing any amplifiers, signal attenuators, or splitters from the coax.
From there check the line for kinks, damage, moisture in the line.
Check the connectors for improperly made ends, foil touching the copper coax line, loose connections, bad/old/cheap connectors, or corroded connections. Replace them if you do.
Be sure to power OFF the modem for 1 minute then back ON.

Have the ISP review and resolve any issues seen on the modems logs and cable status page and any problems seen on there side. Routers only work as well as the ISP services.

I took a look at the setup, it is extremely cold here and this house isn't exactly modern although the cables look to be in a good condition regardless. I didn't notice much, although I'll still try to get them to send a technician, because they set up the whole thing so I can't see why they'd make me troubleshoot this myself.
I can't log into the modem however, my ISP also said that wouldn't be possible. Not really sure where to go from here, any you'd recommend I should try?

Ya some ISPs don't give access to there modems. They don't want you figgling around.
Does this ISP support user owned modems? Might check into this...
You'll need to check with a wired PC connected to the modem directly and use www.pingplotter.com to get a sample of any issues seen here. Show this to the ISP along with any other results you gather with the PC at the modem. With out the router in the middle.

Earlier today when I slapped the PC into the modem it didn't work, no connection. I've been rushing through everything praying for it to work so I've never been able to fully identify any issues with my previous routers, but I'm fairly sure the second router I got from my ISP was wonky, my first one might've also been wonky, but it was a Puma 6 chipset.
As I'm writing this I'm having trouble navigating the web at all, speedtests are taking ages to load up. A speedtest limits me to 250 download speed even though I pay for 500 and had 450+ earlier, so yeah I'm not sure what to make of this.
