- In most cases like yours it'll be due to PPPoE, disable bridge mode on your ISP router, have it handle PPPoE instead, put the XR WAN IP in its DMZ instead then see if it works as expected

Yeah I have replaced all cables and even got a new ISP router supplied.
I have the ISP supplied router in Bridge Mode to avoid double NAT.
Unless anyone else has any suggestions, going to the ISP to run tests is the way forward. Just didn't know if it was a known issue due to weird upload/download test results I showed.
Show them the results since it's happening with there stuff. Once it's resolved there, then you should be good to go with the XR. Any router connected to a ISP modem depends on good signal at the modem.
