Downloads don't happen at a steady pace, they go up and down all the time hence why even when it is 'steady' you can see it's still fluctuating, spikes can happen but it's not indicative of an issue. Overview shows this more live view of the traffic and snapshot shows you the summary/average like how you would see anywhere showing your download speed.

Could well be part of the puzzle. The top graph might have more smoothing, as it is intended to show total usage, not spikes.
Have you looked for packet loss (which often results in packet retransmission)? That could also cause lag.
