Console speed tests might be inaccurate compared to other speed tests, but this is comparing the console speed test on the v3 hub against the same console speed test on the XR500. Even when sitting the console next to the XR500 the speeds are often less that 1Mbps.
Disregarding the speed tests themselves, the wifi connection between PS4 and XR500 makes the PS4 unusable - unable to download at speed, unable to connect to games using chat, etc. It's so bad that I've had to revert back to using the v3 hub just to be able to play games.
Are you using the Geo-Filter? You'll need to add your friends to the allow list before you can chat with them. It also may be why the speeds are slowed if it's forced to use a different server.
