What is the Mfr and model# of the ISP modem the XR router is connected too?

Thats an Arris Mfr'd modem. Not the greatest modem IMO.
I would do as suggested with a PC directly connected to the modem and test pings. Take note of PLs and Errors. PLs are packet loss. Then connect the XR router in between the modem and PC and ping again.
Ensure there are no coax cable line splitters between the modem and ISP service box. Ensure your using good quality RG6 coax cabling to the modem. Have your ISP check the signal and quality up to the modem.
