I have Ring doorbell and spotlight cameras but also have Amcrest PRZ cameras and I cannot access these to operate them. I also have a Neo camera which is not PTZ which I need to access.

Most of these IoT widgets come with an app and a cloud link that means that users can forget about IP addresses and the technical details accessing their networks.
That certainly seems to be how Ring works.

I agree. Every brand of camera I have purchased comes with a smartphone 'app' so that it can be viewed from anywhere. No need to do anything on the home network.
