Orbi not blocking client devices

When I am using the iOS app to block clients from accessing the internet, the clients can still get internet access. Not sure why this is happening. The only way to turn the clients off is to block the mac addresses, but that is more inconvenient to have to log into the router with a computer. Any help would be appreciated.

UPDATE:  now it seems that hours later, the clients were blocked...and now I have unblocked them and they are still being blocked 12 hours later.  I have turned the devices on and off as well as rebooted the router and satalite.  they are not on the mac block list...no idea why they are still blocked.  they are registering as connected to the Orbi, but the internet is blocked.
