Being physical objects, Ethernet cables are not likely to change behavior from one minute to another. If they operate at 866Mbps, then that's what they do. Something else is causing the problem. (There is no harm in changing out cables. It's just not likely to effect a solution.)
Likewise, a configuration file represents settings, not behavior. Regardless of when the configuration was saved, these parameters are the same when the system is producing high speed and when it is producing low speed.
Intermittent issues are the very devil to diagnose. What it sounds like is that some device on the network is overwhelming the router with data packets at specific times. It might be worth keeping a record of the CPU load reported on the Orbi 'Debug' page: (http://orbilogin.net/debug.htm
On a scrap of paper, write down the CPU value when the system is performing well vs. when it is not.

Does this slowdown affect devices connected directly to the router, devices connected to one (or both) of the satellites, or all devices?
