Could you please open the Orbi web interface (http://orbilogin.net ) and make a screen shot of the Parental Controls page?
I have never enabled Parental Controls on my RBR50, and my page looks like this:
The reason for this request is that the Parental Controls panel on my Orbi 'app' talks about Circle (which I think was replaced by Netgear's Smart Parental Controls quite some time ago.)
