Are all the Orbi 6E units interchangeable?

The Orbi 6E system seems to only be sold in 3-packs (RBKE963), 4-packs (RBKE964) and as an "Add-on Satellite" (RBSE960).   I have a lot of questions: Are these, in reality, the same single hardwa...

Unlike some other brands of mesh WiFi where all the units are identical and the user can connect the ISP feed to any of them, Netgear mesh systems are not interchangeable (routers can only be routers. satellites can only be satellites).  There must be one router in every system, plus as many satellites as desired.  So, that 1 satellite for the parent's house will require a router to function.
