Thank you for all your replies! As we research this further, I am going to make an educated guess on whether or not you have IPv6 enabled (or have the service from your ISP. Can you confirm whether or not you have IPv6?

I think it may be more than just IPv6 or not. I think it may be a combination of BootLoader and IPv6 enablement.
I do have IPv6 enabled (6to4) although not sure it is actually functional as I am double-natting the 960 right now.
But I also have BootLoad V5 instead of 6.
I'm sure we will find the combination at some point in time!

Good point TC, I bet you are right - IPv6 plus new ver 6 boot loader. I ran IPv6 for a long time on my 3 or 4 year old 850 series Orbi, and did not see this memory difference on the router.

Note: If you have the router set to Auto, it may not configure IPv6 properly or at all. Try DHCP first.
