AX6000 Wired Ethernet Backhaul issues
My setup: AT&T LIGHTSPEED (950 Mbps up/ 930 down) to Arris BGW210 Router (serves as Gateway and DNS Server) to Netgear Insight GC728XP 28 port managed switch to 1) RBR850 Orbi Router in Access Point...

Yep. Having manged switches can cause problems along with green ethernet switches.
If these are managed switches, Try disabling ALL IGMP protocols on these switches. I would apply settings then power cycle the RBR and RBS and see if the RBS will connect via ethernet.
I use non managed switches and my RBS are ethernet connected. I do have one managed switch however it's IGMP protocols are disabled, it works. D-Link DGS-1100. My other switches are D-Link DGS105/108s and HP ProCurve 1400/1800 series.

Thanks FURRYe38. Went ahead and disabled the IGMP Snooping protocols on the switches and rebooted the Orbi router and satellites. Still no ethernet backhaul. Any other suggestions?

Lets make sure the RBS are working with ethernet, can you directly connect the RBS to the back of the RBR with out a switch in the middle?

That's affirmative. Wired ethernet backhaul works just fine when I plug the satellite orbi directly into the router orbi without switches.

Something else on these switches is not working right or preventing RBS data from flowing correctly between the RBR and RBS, thus causing the RBB to wireless connect for backhaul instead of wired. I recommend you try a non managed non green ethernet switch and see if this changes the behavior. I presume it will.
