IF the RBS work directly connected to the back of the RBR with out the switch, then this is a switch problem. Try the suggestions to disable IGMP and Green Ethernet features on the switch. 

 

Try a different switch as well. XS505M and GS110MX work great with the 9 series.

 

Be sure to first wirelessly sync the RBS to the RBR, then ethernet connect them.
