Correct, the Orbi 'app' provides the most basic capabilities required by most users to get the system working. It provides no access to "advanced" features.
If connecting to the web interface results in the setup wizard, that would seem to indicate that the Orbi 'app' did not finish setting up the system.
It might be a more productive process to do a Factory Reset on the router (to clear out anything that the 'app' may have done) and start over with the web interface, as shown on page 24 of the User Manual:

Once an Orbi is factory reset, the web credentials are "admin" and "password" (no capital letters).
Substituting the MAC address of the previous system is a method of dealing with an ISP that sets their equipment to work with a specific hardware MAC address which can only be changed by their technical support staff. Using that MAC address rather than the actual hardware MAC address allows customers to avoid dealing with that process. My guess is that PPPoE connections requiring user login do not create that sort of situation.
