Cannot login to RBR850 interface with browser or App

With the Mac Mini being assigned 10.0.0.17, I would expect the Orbi router LAN interface to appear at 10.0.0.1
Normally, Orbi routers create a LAN subnet of 192.168.1.x and the Orbi LAN IP is 192.168.1.1.
However, if the Orbi WAN port is assigned an IP address in 19.168.1.x, then the default behavior is to create the LAN subnet as 10.0.0.x with the Orbi LAN side taking 10.0.0.1 On Windows, the command ipconfig /all will show the device IP, subnet mask, and gateway IP. There is probably a similar command on the Mac Mini. The gateway address is where the Orbi router should appear.
This IP address can be reached only from a device on the LAN subnet.

The LAN subnet is 10.0.0.0 /24
The Orbi is at 10.0.0.1 on that subnet.
The Wan interface is at 192.168.1.254
Every device that I have used in an attempt to reach the router interface is connected to the LAN subnet and carries an IP from that subnet. This would include desktops, laptops, the Mini, various phones and iPads, as well as printers, etc.
The Orbi interface responds to none of these devices while, seamlessly passing traffic to and from the Internet and between the other, LAN based, devices.
I believe that is all configured correctly and I have been able to reach the interface previously for several years both via the web interface and the Orbi app.
My apologies but I believe I am missing something in your post that would help me here. Would you mind explaining?

Your understanding is correct. A web browser should connect to the Orbi router at 10.0.0.1
Have you tried both http://10.0.0.1 and https://10.0.0.1
What error message does the web browser display?

You can see in this trace route it obviously is valid:
