What is the Mfr and model# of the ethernet switch in the configuration?

I am running rbr750 and a NETGEAR Nighthawk CM1100 DOCSIS 3.1 Cable Modem. House in 5000 sq ft. Router is upstairs on south side of house, Satalite 1 is on North side of house and is connect via WiFi , Satalite 2 is downstairs connect via Ethernet .

Are the RBS directly connected to the RBR or is there a network switch in between the RBR and RBS?
If there is one, What is the Mfr and model# of the ethernet switch in the configuration?

One Statlite is directly connected to the 750 , the other is connect via "wifi". I have the Cox Giga and standing directly in front of the RBR750 I get max wifi speeds of 250mps, and its only worse as i walk away from it.

What happens if you swap the RBS with each other? See if the problem follows and tracks with the working RBS.
Be sure your using good quality LAN cable. CAT6 is recommended.
